Were Neji and his teammates Naruto's classmates in the Ninja Academy?

Since Naruto didn't graduate from the Ninja Academy for three years and since Neji,Rock Lee,%26amp; Tenten graduated one year before Naruto's team, doesn't that mean they were classmates?!

Reply:Naruto failed the exam three times but I think the exam is probably give quarterly. Naruto and his classmates are all 12, Neji and his team are all 13.
